The initiative, anticipated to be articulated in a joint statement following the April 11 meeting in Washington between Prime Minister Fumio Kishida, U.S. President Joe Biden, and Philippine President Ferdinand Marcos Jr., underscores the importance of securing nickel resources amidst China’s significant role in processing and refining nickel in developing countries.
While the Philippines stands as the world’s second-largest producer of nickel after Indonesia, concerns have mounted over China’s dominance in nickel processing, prompting discussions on economic security alongside national security cooperation in the upcoming Tokyo-Washington-Manila summit.
As the automotive industry increasingly transitions to EV manufacturing, the demand for nickel is projected to escalate, prompting Japan and the United States to express apprehension over the substantial reliance on China for such rare metals.
The joint statement is expected to underscore the imperative need for collaboration in securing stable supplies of minerals vital for manufacturing processes, reflecting concerns previously voiced in the May 2023 Group of Seven summit regarding the strengthening of supply chains for crucial metals.
Beyond nickel cooperation, the trilateral discussions are poised to encompass joint efforts in developing small nuclear reactors for the Philippines, enhancing high-speed communications networks, and supporting Manila in improving distribution infrastructure.
Furthermore, discussions will likely revolve around addressing the shortage of semiconductor manufacturing personnel and arrangements for joint training exercises this year to counter Chinese maritime advances in the South China Sea.
Since assuming office in June 2022, President Marcos has emphasized forging stronger ties with the United States, aligning with Biden’s efforts to demonstrate increased cooperation with Japan and the Philippines, akin to the trilateral summit held in August 2023 with South Korean President Yoon Suk-yeol.
